That which you are employing is the Wagon Wheel Strategy, alternately the Roaring Lion Strategy. Lion's don't really roar all that loudly. They roar continuously with a tonal quality which defies location. The prey thus can't figure where the lion is, he seems to be all around. The Wagon Wheel refers to the same concept, attack from all directions.
You are of course dealing with low-ball predators who steal by means of dunning letters rather than pry bars swag sacks, the tools of honest thieves.
By hitting them from all directions you are communicating in the universally understood -by thugs - language that you are everywhere that they cannot go. You can write the FTC and AG with a clean conscience whereas they cannot as they are known to be problematic.
By coming at them from all directions you cause them confusion, fatigue, nervousness resulting in poor decision making. Eventually they commit yet greater errors, wither, and become extinct. So to speak.
