I wish I could help you, BUT, I am not familiar with Pa. legal terms, and could find nothing on it in their code of civil procedure except that it was made illegal some years ago for private criminal actions.

It is POSSIBLE that this is some kind of filed Court action suing you for a judgment on the debt, (you DO owe a debt to them don't you?).

It is ALSO possible it is a scam.If the "warrant" was from the Court, and served to you legally, and has a Court docket #, then you have been sued, if it came from somewhere else, and there is no Court docket #,then call the Court, speak to the Clerk of Courts,and ask him/her what it is you received.

Newport News had it's financing done through a finance comany that has since closed up,so I doubt that it could actually be Newport News that has filed this.
