Stop on my checking account

Hlep me if you can...I have a credit card debt of $2,100 from 12 years ago and the collection agency just put a hold on my checking account. Is this legal, is there anything I should be doing to stop this? I spoke with the agency and they are asking for a deposit of $500 to get my account back and then a payment arrangement to be made. I don't have $500 and I have a new daughter which I need to have access to my accounts. I am very upset and don't have any idea what to do. Any advice is helpful. I live in New York.
