Credit Card Payment and Utilization of credit w/FICO

I've been reading post referring that credit utilization should be 15% or less. Is this number based on anything (facts) or is it just wishful thinking? Also, If you pay your balance and it is credited before your statement is printed (before the billing date) what will the credit utilization amount be figured on....what is on the statement or what your high balance was during the month?
