Strange law provision

I'm in California, and my husband insists he heard a guy on a local radio business program talking about a law from 1996 that said something to the effect of the debtor having the right to refuse to accept a collection agency taking over a debt from the original owner, forcing the original creditor to take it back. Any one ever hear of such a thing? '96 would be right for FDCPA, but I can't find anything in there like that.
