rcvd collection notice from new CA on a previously deleted coll

I had an Arrow Financial collection on my CR that I disputed back in Dec with the CB's and it was deleted. But today I received a notice from a NEW CA. Do I dispute with all 3 bureaus again as not mine? Or do I respond to the letter w/in the 30 days to the CA office? What's the best 1st step?
