I received a simiular notice from Privista. The month opened and the credit limit were identical to my Home depot account.

Citi-bank USA (CBUSA) took over management of Home Depot accounts effective 8/3/03 and apparently assigned new account numbers. I checked this out with Home Depot by calling the 800 number on my Home Depot bill.
