Arrow FS and pulling reports

I am looking at my credit report and notice that Arrow Financial Services has pulled a report on me 4 times in the past two years. All of the accounts are past SOL and there is only one left showing on the report that will drop off next month. How long can they keep pulling reports like this? I am also wondering, will getting a partially secured credit card do more harm than good on my credit report? Thanks for your help-this is a great source of valuable info!
