CAMCO notice from outta no where!

CAMCO recently contacted a member in my wife's family about an outstanding bal. from nearly 10 years ago. The funny thing is that the person this balance is tied to is a member of the family that has never owned a credit card, a driver's license or even a job. We think its identity theft of somekind. They are saying they will be sent to collections but she has to jeprodize as far as her credit. She is an old woman that really works a family caregiver and does not own any property or assets of any kind. Any advise in this matter???
