foreign judgements

does a debt collector have to follow the state laws i live in now in order to collect judgement or the state laws that they received the judgement from where the debt occured. Do they have to obtain a foreign judgement and can I attest it?? Also, is there a free government website where I can look up to see if there is a judgement at all??
