STOL in Texas on Credit Card Debt w/ Partial payments after breach

The CPRC in Texas states that the STOL runs 4 years after the Cause fo Action accrues. Another section states that debts MUST be explcitly reaffirmed in writing. My read on this is that once you stop making payments on credit cards, then enter into a credit counseling service, in which you are making partial payments, the STOL is NOT reset & continues to run from the time you stopped making payments according to the contract. Is this a correct read?
