What YOU need to do is to send them a Cease and Desist letter telling them that the person they are looking for does NOT reside at your address and they are to immediately cease all contact with YOU at YOUR phone number. Send it certified, RRR.

File a complaint with the FTC and your State Atty. General. Call the phone company and tell them you are being harrassed.
