Yes. Per the FDCPA, they must send you a written notification within 5 days of their first contact with you. The letter must include the mini-miranda (this is an attempt to collect a debt.. yadda, yadda) and the 30-day right to dispute paragraph.

The 'you or your attorney" crap is just that - crap. They want to scare you into thinking something 'legal' is going to happen to you if you don't call them back.
