SOL on an Air force exchange credit card

I was in the military, and had a AFEES charge account for which me and my X used it was under my SS #. I did not pay off the balance this was in 1990. About two years ago I started getting notices about this balance, heck we filed Bankruptcy in 1994 and even forgot about it. Now they have started keeping my income tax checks toward it. Is this legal since it was a government credit card??? or does it still fall under the SOL laws???? Please help!!!
