Citibank Renegged on Settlement offer. Please Help

ARS Collection Agency offered me to settle my $12K Citibank debt for $8K. I verbally agreed and I had to make a min.payment of $1K at the end of last month. i made the minimum payment and i find out that Citibank took the file back from ARS Collection Agency and transferred the file to another collection agency and i'm waiting to hear from them. ARS told me that once Citibank found out that i made that payment, they wanted to get the file back. I still have the settlement offer letter. Do i have the legal right to pay this $8K offer??? Why did Citibank take the file back??? What type of reputation does Citibank have when it comes to debt settlement??? Thanks
