What State are you in?

Did you validate with the CA FIRST to make sure they had legal authority to collect?

Who told you that Citi had "taken it back, and assigned it to another CA" ?

How was your payment made? By personal check or by a telephone check or western union draft to a PO box?

Who signed your "agreement" on what letterhead?
