Northland who aquired the debt from NCO Financial, whom I've never heard from before regarding a citibank account from 1990ish. account opened when living in Calif. now reside for 10 years in ohio. Citibank never sued. It is my understanding that the Collection Agencies cannot sue if the original debtor (citibank) never did. Is that true and can I throw the letter away?
