the FTC Federal Trad Commission is for lack of a better term the regulator of the FDCPA, and they have issued several written opinions on this subject. One of the ones often referred too is the Woolman Letter. You can find this at www.ftc.gov/os/statutes/fdcpa/letters/wollman.htm I think you will find it helpful.
