whychat please help--abramson&wolpoff/common pleas document

Tonight (Sept. 27), a man hand delivered to me an open document that has a heading "In the Court fo Common Pleas for the State of Delaware in and for Kent County". The Plaintiff is Discover Bank and the attorney/collection agency is Wolpoff&Abramson. Basically, the document says that a special process server (name stamped and perhaps the same man who delivered it) is commanded to summon me (defendant) and serve a copy of complaint. It stipulates that within 20 days after I receive this summon, I should answer the complaint if I want to deny the allegation. Failure to file the answer to the clerk's office will result in a judgement against me. The clerk's signature is stamped and the date is as of 7/31/03--almost a month ago. The upper right hand side of the paper has a civil action number written on blue marker with the word "nonarbitration" under it. There is no Court Date mentioned anywhere. Attached also to the document is a complaint and a certificate of value signed with a scribble by the attorney. The copied document is typed on a Wolpoff&Abramson stationery. Also attached is a note card saying that if I owe the money and would like to arrange to pay the debt, to call their office prior to the Court Date (as I said, there is NO court date anywhere in the document). My questions are: Should I consider this document legal or valid? How should I check with the Court of Common Pleas? Is the 'civil action number' the same as a court docket number? Should I consider this as a Summon or Suit? What should I do next? Why chat, anyone....I need your help....please. I live in Delaware. I believe that I am not past SOL yet, but Discover never validated the debt. When they approved my credit, I was unemployed and have been unemployed for the past seven years. I have no assets with my name alone---my husband's name is primary in all our accounts and he is co-owner in our home. He is not a party or cosignor in any of my credit card debts. Please help me....ppppllleeaasssee.....
