If you Opt Out, the CRA can not sell your information, not even to one that you have an open collection with. A CA with an open collection against you will have access to your credit report anyway, it IS permissable purpose. If your current address is on your CR, the CA will find you.

2 - I'd have to dig around.

3 - They probably will not tell you and likely don't have to.
