Payment sent to National Check Control

I sent payment for a debt due to National Check Control on July 15, 2003. The floor manager promised me to clear my account as of August 18,2003. As of this date I heve left numerous messages to this person and yet I have not received an answer and my account is still active. Due to this delay on his part, I cannot make any checks which makes this very hard for me. Please advise me what I have to do. Thank you.....
