Who Verifies a Verification???

I've read that according to federal laws that a debt
that can not be validated can not be sold to another
agency and collection actions must stop.

Now...

Let's say that I send of a letter of denial or a
request for validation and the reply from the
collection company does not provide proof of reciept
of funds or underlying obligation.

THEN WHAT?

Who regulates the validation of debts?

Who do we call if we get a bogus (camco) validation?

Who do we notify that the debt is erroneous and can
not be sold???

Seems to me that the river just stops flowing at that
point.
