Wage Garnishment

I got my paycheck today and noticed that it was less than normal. When I asked HR about it they said that it was bececause of a wage garnishement. It it 19.6% of my pay. Can a creditor do this without notifing me first? I live in CA. If you have any advice please let me know. I have no clue as to who would do this, and why I wasn't contacted first - my address and phone have been the same for years.
