Trans Union,the law and whitewing

Whitewing is harassing me for a 14 yr old debt that was originally with Discover card.It is SOL in every way.When the debt was purchased,they pulled a credit report from trans union to see(I suppose) if I am solvent enough to chase.I don't see the permissable purpose here but trans union does.I sent a cease-comm letter to whitewing ,so they supposedly can't contact me anymore.They threatened to put hard inquiries on my report for the sole purpose of lowering my score. They appear to understand (whitewing) that the harassment is over and that should include placing hard inquiries on my report.A quick chat with trans union about such matters and nothing was gained.I disputed whitewing's inquiry and trans union wanted 30 days to investigate. I received a letter in the meantime(from trans union) that the inquiry was valid and they gave me whitewing's phone # to discuss it with them.I disputed the whole thing again and trans union wants another 15 days to investigate farthur.I checked the other credit reporting agencies and none of them have inquiries on my file from whitewing.I understand from others posting here that a hard inquiry cannot be put on your report simply to lower your score.This appears to be openly violating the FCRA.How does trans union and whitewing get away with doing this ?
