Harrassment by ciollection agency

I received sign up money for a job three years ago and worked about six months and resigned because of health reasons. I wrote the district manager a letter of resignation and told of my intention to repay the money and where I could be reached but never heard from him nor the company. Two years later I have been harassed by a collection agency and threatened. I again contacted the district manager informing him of my intention. I have not heard from him since. I am willing to repay the money to the company but not to this agency because they are charging a large fee. What can he do to resolve his problem.
