Fleet Bank says ALL recording is illegal

In a conversation with a collections rep from Fleet Bank, the rep said that all recording of calls with creditors and collection agencies without permission is illegal. She said this is covered by Federal bank privacy laws which overide any state laws. Is this a bunch of Sh%^t?
