Not sure that I am on point with what you want but perhaps something to help. Ohio Revised code section 1319.12 spells out requirements that a CA has to follow to bring legal action against you. (C) (3) speaks of a written agreement that the CA must have and the consideration paid to get your account from whomever. (G) " nothing in this section relieves a collection agency from complying with the "Fair Debt Collection Practices Act" " So here is the state code section that says the CAs here in Ohio must follow FDCPA.
