you should get a copy of your credit reports yours and your husbands from experien equifax and there is also a third one but i forgot it and check and see if you have any outstanding issues. If so then you should try to clear them up. You can also go to a non-profit organization that helps people rebuild thier credit. thats what i recommend. Maybe the people using your address have also gotten ahold of your social security number which in any case is a huge problem of identity theft. Good luck to you and hope for the best.
