Most CAs pay little attention to the requirements of a state. They still collect because people don't bring it to the judges attention. I beat Unifund out of Ohio because they were not licensed in my state. I showed the judge the requirements, the law, proof they weren't, and I won. If you don't bring it up, the CAs will still take you to court and collect.
It's up to you to prove they are not licensed.
