who is @ fault for charge off me,cc company or debt management program CESI

On February 8th of 2003 I signed up for a debt management program thru CESI. My credit card payments where delinquent maybe 2 months due to husband being out of work. CESI took all of my info and said for me to wait 3 months before i would see the interest rate drop and for my accouts to become current. CESI set it up where my payment would come directly out of my account and they would dispurse the payments to my creditors. CESI said they sent propsals to my creditors and the one in particular(charged off) on FEB. 11th. Well I waited the 3 months and they kept taking the money from my bank acct. and sending it to my creditors. I thought everything was ok until i find out from a collection agency that my account has been charged off. I asked them how this could happen because i signed up with the CESI and they had been receiving my payments on time every month.They told me that Capital One had never received a proposal from the debt manangement program and therefore charged off my account. I was advised by the person at the collection agency to call Capital One and explain the situation and ask if they could reverse the charge off, so i did. Capital One said they could not do this and wanted me to make a payment arrangement with them to pay the balance off. I then call CESI to ask them what was going on and they told me they sent a proposal but there was a mixup with Visa about the propsals being looked at by Capital One. Im assuming that CESI uses Visa to somehow deliver the proposals to Capital One. I really didnt understand what they meant by that. Could anyone give me advice on what i should do. I feel that I should not be responsible for their mistake. Now it is going on my credit and that is why I signed up with CESI to begin with so I could pay the creditors and spare my credit. Any advice would be appreciated.
