Help With UTILITY assigned to CA

Back in 1999 I had a run-in with a slum lord (landlord) that blatantly lied to me and told me that heating for the apartment that I had was included in the utilities that the management team paid for outside & hallway lights etc. My bill quickly balloned to over 3k within one winter.

I took the landlord to court but the arbitrator took one look at the (bootleg)lease and told me that I would loose if it went to court. Mr.Slum Lord then quickly offered to pay $250.00 knowing that I would take the offer after hearing from the arbitrator.

The outstanding balance was either assigned or sold to NCO Financial. And the SOL has not run out.

Question: I'd like to pay the utility but the utility company stated that any payments made to them would just be forwarded to NCO. I definately do not want to pay NCO anything.

Given that the utility company is a public co. and not private, does any have suggestions on how I can have this setteled.

Has anyone had a similar experience?

I live in NJ.
