You are assuming a Ch13 BK- The BK trustee must obtain the balances directly from the creditors with legal notices to them regarding their claims.

In a Ch7 it does not matter how much is actually claimed as owed, as only the identity and account # and original $$ amount are used, since ALL of the debt, including interest and fees is discharged.

Because someone has a legal "right" to validation, does not mean that right should always be exercised. Of course, if someone wished to PAY their debt to a CA, they should of course, obtain validation before doing so.
