CA offer letter question

I just recieved an offer letter from AllianceOne on "BEHALF" of Citibank to settle a debt for 10K instead of the original amount of 20K. Last payment made to Citibank was on October 2002. Would not this debt by law already be written off by Citibank ? The part that concerns me is the "ON BEHALF" of Citibank...as though Citibank still owns the account. Legally AllianceOne should own it........correct ?
