CA offer letter question..........

I recieved an offer letter form AllianceOne on "BEHALF" of Citibank today to settle a debt for 10K instead of the original 24K. Last payment to Citibank was in October of 2002........question is shouldn't this debt be written off by Citibank per the 180 day rule and "ON BEHALF" stated bt AllianceOne indicates they don't own the debt which is hard for me to believe !! Any opinions or theories ??
