One account being tossed from state to state

I live in California. Got a collection letter from AlliedInterstate out of New York about a year ago. I didn't recognize the account/creditor so I disputed CRRR. Never heard from them. 3 months later, got another collection notice from the same company but from Ohio, I disputed... etc. (same as above). Then another from Houston and last night I got a call from Arizona. Caller ID read a different name, but when I spoke to the collector, he said he was from AlliedInterstate. I told him about all the dispute letters I had sent to this company and he just said "well, I don't know anything about that. We just got this account". I reminded him that he was breaking the law by calling me after I have sent my requests to validate to this company at least 3 times. I told him that this company better get their accounts in order and validate my request or delete it from my credit report or I will sue them. I told him that I had every paper ever sent to me and everything I ever sent to them. I also demanded that he cease any and all telephone calls to my home. Told him that any and all communication must be in writing. To my surprise, he simply said "ok, I'll make a note of that".
Now, my question is how do I stop this company from passing this account over to a different branch every other month. Obviously, other than my name and address and phone number, nothing else is being shared. Any thoughts?
