Denied AUTO Financing Desperate for answers

I have been a recent victim of Identity Fraud most of the items have been deleted. I have always in my past been a cash paying individual. Now with the need to finance a car a am being denied. 1) Due to no recent credit obligations 2) Excessive inquiries (most of which were done without pernissable purpose) 3) Collections (which are the the last 2 items that will be cleared and I have proof of are identity fraud) one of the collection items I informed Experian, Equifax that this item was paid before collection they verified this fact and marked the item as paid only and have not removed it from the collection category into a positive category what ever that is for their system. Is this correct? I feel I am being victimized twice and cannot get a break. Although my score was over a 600 prior to the removal of many items it has now dropped down to a 540 how could this be possible none of the bureaus will explain that fact to me either is this a correct action if it is where can I turn to evaluate how this score dropped instead of going up.
