It doesn't matter that it wasn't certified, as Scott said, these are scam scum who violate all the laws anyway. Are they from Wash.? They are likely not licensed anyway. Yes the SOL is 3 years, yes you can file a suit against them for FDCPA violations, but if you just want to get rid of them, send the SOL letter.
