Firstly, I'm not suggesting INTIMATING THE CA or LAWYER. I'm only suggesting FOLLOWING the Florida Law. It is a bit confusing to understand the exemption for out of state CA in Florida, but lets look at the expemption-- "Any out-of-state consumer debt collector who does not solicit consumer debt accounts for collection from credit grantors who have a business presence in this state. "

My interpretation of this means that if ABC collector is attempting to collect a debt in Florida were the credit grantor was from another state--(NOT DOING BUSINESS IN FLORIDA) than he is exempt... "A presense includes soliciting credit in Fla--Example--issuing credit cards in Fla."

However, if ABC COLLECTOR IS ATTEMPTING TO COLLECT A DEBT FROM A CREDIT GRANTOR THAT HAS A BUSINESS PRESENCE IN FLORIDA, THEN ABC COLLECTOR MUST BE LICENCED IN FLORIDA.Original credit card issued in Florida would mean original creditor has presence.

" Which should include most of credit card debt in this state because most people would have signed there original credit card aggreement in Florida( unless they signed aggreement in another state before moving to FLA) and now if ABC collector is attempting to collect on this debt they must be licenced in Fla... PLEASE CORRECT ME IF I"M WRONG.............

Anyway this is how my I interpret this after reading it and breaking it out for about an hour...
