It is neither, the SOL starting date in MOST States is the first month you were LATE or past due, PRIOR to chargeoff.

So if you were 30 days late on 7/98 and never caught up, then that is the start of your SOL, if however, you caught up, or the creditor allowed you to catch up with one payment, then the start of your SOL would be your "late" date prior to your charge off.

Generally, your Experian report (snail mail, not on-line) will show the expected "come-off" date, if you deduct 7 years from that date, you usually have the start of your SOL.
