Fraudulant Practices by Verizon and Citigroup

I just had a rather disturbing exchange with "Joan" from Citigroup Visa representing Verizon.

Yesterday my college age son received a $20 past due bill for a credit card he did not ask for and does not have.

We attempted several times to call the 24/7 1-800-643-0997 number posted on the bill and their website only to be repeated told by voice mail that it was after business hours. Note: this is the only number to call to report customer service issues such as a stolen card.

I finally chose to try to "technical service" number and was successfull in connecting with "Joshua". When I asked about the mystery card Joshua said he did not know where it came from but that he could send me a copy of the original application. I requested this and was told I would receive it in 10-14 days. Joshua said the account was opened in May of 2001, but he had no explanation as to why we had never received a bill. He stated he would close the account and remove the $20 fee.

I just called this evening to follow up. Once again I could not get thru on the alleged 24/7 customer service number of 1-800-643-0997. Again, trying the technical service number I connected with Joan. Joan looked at the account and found it had NOT been cancelled and the $20 fee had not been waived. When I asked what was going on she went into a confusing story about Verizon transferring a bunch of accounts which had never been activated and the bills were sent hour and that she has corrected "hundreds" of these problems. This account was NEVER OPENED by my son! This seems like an illegal activity to me and I would like to know how Verizon could send out these bills without any signatures or records of application ( contrary to Joshua, Joan said there is no record of my son's application) and then not even have a customer service number that works! What happens to credit records if this is not corrected?

What federal agency do I report this to?!
