The HIPAA rules are in place for medical services after April,2003.

They can only apply to NEW unpermitted (no business purpose) transmission of private medical information AFTER April 2003.

If any of these accounts are showing on your credit reports,you will be able to clear the matter up by FIRST disputing to the CRA, and THEN using the appropriate form of "Letter To HC Provider" from my website.

If none of these are showing on your reports, then a dispute/validation/ cease and desist to the offending CA should do the trick.

The CA is NOT a health care provider, so they are not obligated under HIPAA privacy rules for pre 4/2003 service debt collection.
