Paid medical collection

How should I proceed with trying to get a paid medical collection removed from TU?
Facts:
-I accepted the CA's offer to pay at 60 percent.
-The CA is owned by the OC (medical group).
-I have disputed as not mine, and it was verified.
-I wrote a goodwill stating that I was willing to pay the other 40 percent for deletion, but got no reply.
-The CA was paid in 2/2003.
Any and all input is welcome and appreciated!!
