Will answer your questions seriatim. Collectors got the address because that's what they do. The account was sold years ago to a scumbag collector who couldn't spell "Canada", if he could he'd have harrassed you during your residency there, claiming authority under CC-1 of The Queens Exchequery or some such bullshale. As for blame re sharing info what you need to do is write a letter citing the Gramm - Leach - Bliley act, 15 USC sections 6801 - 6810. This is the Privacy Act which allows for sanctions should these bums violate the sanctity of your personal lives with their boorish spying for something so venal as a couple hundred bucks you don't even owe. Send it to every predator who contacted you. You simply tell them they are neither to share nor obtain any info about you without your written permission which they do not and never will have. Send a Cease and Desist letter via CRRS mail to stop calls - available from this site.
Will the account be tossed around inter-agency? Oh yeah, it's what they do. Collectors sell 'bundles' of accounts amongst themselves just as gutter level thieves - same animal - trade swag for crack, stolen wide-screen tv sets for their eight month old kids. You're dealing with the same character and mentality.
Re-age? Sure sounds like it, your credit report will tell the tale. If the account is re-aged you can sue those responsible for so doing. As well file FTC and State AG complaints. This is against federal law. This is a serious offense perpetrated all the time by swine collection agencies. Why? Because most folks don't know their rights and protections, fail to recognize frank illegal conduct and it pays these maggots handsomely. Same reason dysfunctional morons break into homes and steal. A DVD player here, a microwave oven there, pretty soon you're talking real money to buy your girlfriend some crack for her birthday celebration, scheduled to begin when she gets off shift at the collection agency.
Collectors' records are incomplete, disorganized, false. The burden is upon these bums to prove their claim, not you. You should demand validation as this is SOL debt. Rhey might reply with a single slip with an amount and your name misspelled, another FTC violation. Suits are last resort, makes these pukes spend money and work. Like housethieves they want easy hits, not challenges. Suing for SOL debt is illegal.
Credit is open account though the habitual liars known laughingly around here as 'collections professionals' will tell you it's a written contract, sacred, perpetually in force. Right, and I'm Mary Queen of Scots. No lie too preposterous for these cesspool dills.
Now, they could hunt you the rest of your life, it's what they do. Pickpockets pick pockets, muggers mug. These rats harass you forever in hope you'll break down and pay. Never ever ever pay a collector one penny.
Instead, hunt them back. Nothing spurns a rapist nor dissipates his phony psycho-bravado more than a victim who fights back using his tactics against him. By filing FTC and AG complaints as well as Privacy Opt Out letters your are thwarting future attacks. Should these leaky vomit-bags try some rudeness via lawsuit you have an absolute SOL defense. You countersue for $1000 and hit them where it hurt$. Hunt them back. Then will run away the little bullies who think it high humor to terrorize citizens in their own homes. And yes, these criminals can be sued individually. All you need send these bugs is trouble via government regulatory agencies - a nice dose of pain for lowlives. They will mess with others but will leave you alone. There is no negotiating with predators. You cannot win their respect or affection. All they understand is pain or lack thereof. They find no pleasure in the ill gotten gain of their scurvy craft, with no insight as to why.
You have the rights and protections by which to protect yourself and governmentally sanction them. They get by on lies, misdirection, and coercion, the criminals' stock in trade. No CA thug is going to do to any of us as they have nor will they so do to you from this point forward.
