If someone wrote a bad check, yes they should pay. That is if the company claiming they wrote a bad check can provide the proof, it is within the states SOL and they collect using LEGAL methods. I am a victim of JBC and not only did they NEVER provide proof of any such check (and my bank did not have any record of it either) but they harassed me constantly, and even told one of my kids that "your mother is going to jail, I hope she has a lawyer". I filed with my attorney general and the FTC and I personally hope everyone who works at JBC burns in hell.

If I wrote a check that bounced, I would pay it right away. I won't pay someone who CLAIMS I wrote one and has no proof. Especially if that someone does things illegally and is reprehensible!
