Time Limit for Collection in California

I have received a dunning letter from a collection agency on behalf of AT&T Wireless. I filed Chapter 13 several years ago and it has been discharged. I failed to include this debt, $327. On my Experian credit report, it indicates this debt was charged-off in May 1999 and is due to be removed from the credit report next February. Is what they are doing legal, considering the charge-off and age of the debt?
