Check returned for insufficient funds in 1993

A local law firm has just notified me that on 8/16/1993 I wrote a check to CVS for $13.05, it bounced and that I never paid for it. They are now telling me that, since I ignored their first attempt to collect 40 days ago (a letter I never received) I must now pay $138.00 immediately according to NJSA 2A:32A-1. I can not recall ANY bounced check EVER at CVS and, if I had done this I would have taken care of it as soon as notified. Isn't there a statute of limitations?
