Never recieved notice of judgement

My girlfriend defaulted on a loan during the 1980's. The loan was for educational purposes but was not a state or federal loan-the loan came directly from the school(she says that she hasn't made any payment on it since the 1980's). Yesterday, she recieved a letter from a law firm that asserted that they were going to sopena financial information about her from the company that finances her car unless she submits an objection. The documentation accompanying this letter referred to the loan from the 1980's. It also included some paperwork that referred to a case between her and the school from which she got the loan. She called the local court of common pleas to get further information and asked about the Pennsylvania statute of limitations (which we believe is 7 years). She was informed that the old debt had been updated to a current debt in 1999. Apparently, a notice was hand delivered to her place of residence (we can only assume about a court hearing of some sort). It was recieved by her roomate at that time. My girl friend never recieved the notice because she'd moved back in with her mother who needed extensive care because of an illness. She would go weeks without getting mail and this notice was apparently misplaced by her roomate (It was only after a call to day to her exroomate that my girlfriend learned of any special delivery letter)!

Can a debt, beyond the statute of limitations, be reinstated? There appears to have been a judgement against her but it was after the statute of limitations had expired. She never recieved the notice of any hearing(doesn't the notice have to be delivered in person to the defandant)?
