It depends on exactly who "they" are.

If the collectors calling you are from the orginal
creditor (i.e. the *internal* collections department),
then they are *not* subject to as many rules as
outside, third-party collection agencies.

However, if you are dealing with a third-party
collection agency, they are covered by the federal
Fair Debt Collection Practices Act, which restricts
what they can do, and how they can do it.

If you do not wish to be contacted by such a
collection agency, the FDCPA gives you the right to
order them to stop. After that, they are only allowed
to notify you of specific actions that they really
intend to take (e.g. legal action, etc.) But they
must stop the regular payment demand calls and letters.

Questions)* article, for general advice on dealing
with third-party collection agencies, including the
FDCPA section that allows you to request that they
stop calling (often referred to as a "cease and desist
letter.")
