Feds taking my taxes for bankrupcy

I had my federal taxes taken last year and was informed they would be taken again this year because of a home loan that I had with the Rural Housing Service that I filed Chapter 7 on. My lawyer sent them a letter that they said means nothing to them.
They tell me I have to fill out a debt settlement form,
the bankrupcy was released in 1995, can I stop them from taking my taxes until this is settled and how?
