Yes, a joint account CAN be siezed/garnished in a non-CP state, even if you're NOT the primary on the account. I have been assured by a judgment enforcement guy that this CAN and IS done every day.

Community property can = community debt, not just assets. It all depends on when the debt was incurred and for what. If your spouse benefitted from purchases that caused the debt, then the spouse CAN be held just as liable for that debt.

There is such a thing as separate property (and debts) but strict guidelines must be met to keep it separate.
